It is located in the center of Fenhu New and Hi-Tech Industrial Development Zone with a total investment of 22.5 billion RMB (about 3.5 billion USD), including 7.5 billion RMB (about 1.2 billion USD) during the 13th Five-Year Plan. The first phase takes an area of 1 square kilometers, the second about 1.33 square kilometers and the third, 0.67. The research, development, production and promotion of new semiconductor substrate are facilitated by Sinopower Semiconductor, Inc. and other projects from Innoscience Group Inc. and Jiangsu Industrial Technology Research Institute.
