Being in charge of the work concerning education, civil affairs, human resources and social security, healthcare, veterans affairs, medical security, people’s armed forces, Double Support (shorthand for the administrative effort to enhance ties between the army and civilian communities), women and children, the disabled, the elderly, and the Red Cross Society.

Overseeing the work of the Education Bureau, the Civil Affairs Bureau, the Human Resources and Social Security Bureau, the Health Commission (Bureau for Disease Control and Prevention, Administration of Traditional Chinese Medicine), the Veterans Affairs Bureau, the Medical Security Bureau, Suzhou Senior Talent Taihu Training Center, and Suzhou College of Information Technology.

Being in charge of liaison with the Bureau of Ethnic and Religious Affairs, the CYL Wujiang District Committee, the Wujiang Women’s Federation, the Disabled Persons’ Federation, the Red Cross Society of China Wujiang Branch, the People’s Armed Forces Department, and the PLA troops stationed in Wujiang.
