【Application Procedures】1. Dealt with by the Exit and Entry Administration Brigade of the Public Security Bureau of Wujiang District; 2. Examined, approved, and issued by the Exit and Entry Administration Brigade of the Public Security Bureau of Wujiang District as an entrusted organ.
【Application Eligibility】Foreign workers in Wujiang District (including foreign workers in corporations, foreign teachers, chief representative or representative(s) of the resident offices of foreign enterprises, foreigners engaging in commercial performances, etc.) could apply for the residence permit for work in accordance with the regulations. Work permit must be submitted when applying for the residence permit for work. In the case of first application, foreigners not of high talent generally need to enter China with a Z visa and must apply for a residence permit within 30 days after their entry. (If the residence permit expired, reapplication is required which is regarded as the first application.)
1. The original valid passport
2. A completed Visa/Stay Permit/Residence Permit Application Form (in black ink or sign pen)
3. Two recently-taken, two-inch, half-length, bareheaded and full-faced color photos (by the standard of the Guidelines For Travel Documents Photographs)
4. A proof letter of the host organization (The letter shall contain a brief introduction of the organization and the applicant, major reasons and contents of application, applied period of residence, the guarantee of the host organization for the expenses of the applicant during his/her residence in China,etc., and be sealed by the organization.)
5. The latest valid Registration Form of Temporary Residence
6. A valid health certificate (issued by Administration for Entry-Exit Inspection and Quarantine. Suzhou: 738 Changjiang Road, SND), either the original one or a copy with the original checked (those under the age of 18, reapplying for the residence permit, or who have submitted their health certificate when they applied for a work permit, employment permit, or foreign expert certificate, are exempt from the certificate.)
7. Copies of the passport data page, the valid visa or residence permit page, and the page stamped for the latest entry (The originals shall be checked.)
8. Work permit (copies submitted, and the originals checked):
Foreigners working in corporations: the Foreigner Work Permit, and the affirmative written decision of administrative license (or the valid Foreigner Employment Permit, or the Foreign Expert Work Permit)
Foreign Teachers: the Foreigner Work Permit, and the affirmative written decision of administrative license (or the valid Foreign Expert Work Permit)
The chief representative and representative(s) of the resident offices of foreign enterprises: the Employment Permit for Resident Representative Office of Foreign (Regional) Enterprises, the Foreigner Work Permit and the affirmative written decision of administrative license (or the valid Foreigner Employment Permit, or the Foreign Expert Work Permit)
Foreigners engaged in commercial performance: approval letter from the Provincial Department of Culture, or its authorized cultural management organs at the district or municipal level (A short-term work certification is needed in the case of a stay duration within 90 days.)
Other foreigners working in China: relevant foreigner work certifications
10. Copies of valid business licence or relevant registration certificates of the work unit (those without a unified social credit code shall provide the organization code certificate), (incorporation in special industries) the approval certificate or recordation certificate (depending on the nature of the entity) (The copies shall be submitted, and the originals be checked.)
Enterprises: a duplicate of the business license (approval certificate or recordation receipt needed for sole foreign investment enterprises, Sino-foreign joint equity enterprises and Sino-foreign co-operative enterprises)
Institutions with foreign teachers: a duplicate of the legal person registration certificate, the permit in running a non-state school
Resident Representative Offices of Foreign Enterprises in China: a duplicate of the Registration Certificate for Resident Representative Office of Foreign (Regional) Enterprises
The business entities of performance venues and Brokerage Companies for foreigners’ performances: a duplicate of the registration certificate and approval certification (if any) of the business entities of performance venues. With foreigners recruited by brokerage companies or intermediary institutions, the registration certificate and the certificate of brokerage are needed【relevant official letters from the host entity: official letters from the brokerage companies, official letters from the business entity of performance venues】
Other units involving in handling external matters: duplicates of relevant registration certificates (The certificate of industry approval is also needed, if there is one.)

1. The validity period of applicant’s visa must be long enough to apply for the work-type residence permit, and there must be over two blank visa pages.
2. For the first application, the applicant shall do it in person, and for reapplications, appointed persons of the work unit can do it on his/her behalf (the work unit and stay reasons unchanged).
3. Non-high talent foreigners shall hold a Z-visa for the first entry to China, and shall apply for a residence permit within 30 days after the entry, otherwise the residence shall be illegal. High-end foreign talents (Type A) with other-type visas shall apply for relevant work permits and the work-type residence permit.
4. The validity period of the residence permit (in general): It varies according to the validity period of the Foreigner Work Permit (or Employment Permit, Expert Certificate) and approval documents (Approval of Short-term Employment), the nature of the industry, company scale, operating state, investment, tenure and employment entity, personal credit record and so on. If the applicant is a person of high talent or a urgently needed specialist who meet the stipulated conditions, the residence permit could be issued with duration of residence for 2 to 5 years. For others, the residence permit could be issued with duration of residence for about one year in general. The validity period of the residence permit and work permit are basically the same, not exceeding that of the passport.
5. The application of the residence permit is required to be dealt with seriously under the following circumstances, and the validity period could be limited, if necessary: 1) Foreigners who have a bad record of stay or residence in China; 2) whose work unit has a bad record; 3) who work in industries such as intermediary, consulting, catering, hotel, entertainment (performing arts), fitness, hairdressing, language teaching and training; 4) who work in small and micro enterprises such as petty trade; 5) who handle the formalities through intermediaries; 6) others.
6. Foreigners who apply for extension of the residence permit shall file applications 30 days prior to the expiry of the validity period of the residence permit. Where the registered items in the foreigner residence permit (such as the passport number) has changed, the holder shall apply for change of the residence permit within 10 days from the date of change.
7. Where a foreigner departs or changes the work place or violates the provisions of the administration of exit and entry, the employing entity shall promptly propose a written report to the exit and entry authority.
8. According to the Nationality Law of China, those who have lost Chinese nationality yet the Chinese household registration has not been canceled are required to cancel the registration first, and submit the cancellation certificate issued by relevant police station, if necessary. An application made by a person identified as Chinese under the Nationality Law of China shall not be accepted.
9. Please be cautious of the following circumstances, the consequence of which should be answered for by the applicant and the employing entity:
(1) Rejection of the application of the residence permit where the applicant fails to provide qualified passport, photo or corresponding application materials;
(2) Rejection of the application of the residence permit where the applicant fails to fill in the Visa/Stay Permit/Residence Permit Application Form completely or accurately.
10. Where the exit and entry administration authority of the public security organ requires investigation and verification, the relevant units or individuals shall cooperative. Where the applicant or any relevant entity or individual fails to accept an interview or submit supplementary materials within the stipulated time without proper reasons, the application shall be subject to revocation or refusal.
11. Where the applicant’s passport is retained for application processing, the applicant may reside in China legally for 15 days on the strength of the receipt of acceptance (printed with a color license photo or attached with a license photo seal by the issuing agency). Foreigners have the right to enter and exit China within the validity period of the residence permit.
Steps of First Application of Residence Permit for Foreign Professionals Working in Wujiang (Type B)
【Prerequisite】
1. A work permit has been applied through the Service System for Foreigners Working in China and the Administration of Foreign Experts Affairs in the work unit region. Please get application materials prepared in accordance with the Classification Criteria for Foreigners Working in China (Trial), and the Licensing Service Guidelines for Foreigners Working in China (Provisional). Employing entity information must be registered and accredited for those who log in to the Service System for Foreigners Working in China of State Administration of Foreign Experts Affairs for the first time.
2. The residence permit for work shall be applied at the exit and entry administration authority of the public security organ in the work unit region, see the Notice for Application of Visa/Stay Permit/Residence Permit.
【Four Steps】
Step 1: Apply for the Notification Letter of Foreigner's Work Permit
At the application acceptance site in the Wujiang Human Resources and Social Security Bureau of the Suzhou Foreign Experts Bureau or on the Service System for Foreigners Working in China. Step 2: Apply for a Z visa (work visa)
At the embassy or consulate of the Republic of China in the registered visa-issuing region in the system where the notification letter is applied or the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong SAR or the Macao SAR.
Step 3: Apply for the foreigner work permit
At the application acceptance site in the Wujiang Human Resources and Social Security Bureau of the Suzhou Foreign Experts Bureau or on the Service System for Foreigners Working in China within 15 days of entry with a Z visa.
Step 4: Apply for the residence certificate for work
At the public security entry-exit window in the Wujiang Administrative Service Building within 30 days of entry with a Z visa. Telephone: 63982316
【Procedures】
1. Apply for the Non-Criminal Record Certificate. Foreigners who are scheduled to work in Wujiang are required to get certificates issued by their national departments over police, internal affairs and justice and so on, and approved by the embassy or consulate of the Republic of China or the embassy or consulate of the applicants’ nationality in China. A non-oath Non-criminal Record Certificate issued by the embassy or consulate in China can be accepted directly without further authentication.
2. Apply for the certification of relevant work experience of over two years (foreigners who are scheduled to work in Wujiang are required to apply to the previous employing entity).
3. Apply for the certification of the latest diploma (academic degree). The latest diploma (academic degree) received abroad shall be reviewed by the embassy or consulate of the Republic of China or the embassy or consulate in China of the country which conferred academic degree or diploma, or China’s education accreditation agency. Foreign professionals (Type B) are generally required to be above a bachelor’s level, see the Classification Criteria for Foreigners Working in China (Trial).
4. Have a physical examination or apply for a physical examination letter of commitment (with a official seal) at hospitals which are accredited by the embassy or consulate of the Republic of China.
5. Apply for the Notification Letter of Foreigner's Work Permit. Apply at the Service System for Foreigners Working in China: online application—preliminary review—on-site application material review—on-site issuance of the acceptance form— review online—application accepted—notification letter generated automatically.
6. Download and send the Notification Letter of Foreigner's Work Permit. Download the notification letter and send it (with invitation letter from the employing entity and a copy of business license (duplicate), if necessary) to the applicant or the printed notification letter be carried by a foreigner in China to exit China.
7. Apply for a Z visa. Note: At the embassy or consulate of the Republic of China in the registered visa-issuing region in the system or the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong SAR or the Macao SAR.
8. Arrive in Wujiang within the validity period of the Z visa.
9. Go through the registration formalities in the public security organ of the residence region (within 24 hours after arrival)
10. Apply for the physical checking record/health certificate (at the International Travel Health-care Center of the China Entry-Exit Inspection and Quarantine Bureau )
11. Apply for the foreigner work permit (within 15 days of entry)
12. Apply for the foreigner residence permit for work (at the Wujiang public security entry-exit window within 30 days of entry)
